I was wondering how the cold exposure affects our qi,jing,shen.

by being exposed to the cold, our body consumes much more energy to warm up and maintain a temperature of around 37 ° c. so by exposing yourself to the cold do not think that you will consume much more vital energy (qi) and thus reduce your quantities (but which is renewed by transforming the jing).

I do not know why some monks meditate in the cold and the snow, but I imagine that by doing so it is dragging their body temperature up (without feeling the backlash which will be too hot to the point of burning yourself).But it can be very exhausting to use so much energy (if you don’t have enough) and tiring to maintain qi as well as jing.
